JavaScript Toggle On and Off add-on brings a bulletproof method to disable JavaScript execution in both normal and incognito modes. Note that after installation JavaScript execution is enabled, you need to click the toolbar button to disable the execution.
For the extension to block JavaScript execution in the incognito mode, you need to allow the extension to work on incognito mode from "chrome://extensions/" page. Just mark "Allow in incognito" option and you will notice the icon will appear even in incognito tabs.
