The uGet download manager (http://ugetdm.com/) has been there for a long time which provides download acceleration and resumable download capabilities for Linux and Windows users. This extension can automatically redirect the file downloads to the uGet download manager with the help of uget-chrome-wrapper which is another open source tool to provide native message hosting. Even users can right click on a link and select 'Download with uGet' using this extension.
Both the extension and uget-chrome-wrapper are free and open source licensed under GPLv3. All the permissions are required to capture the downloads and to send them to the uGet download manager using native messaging api.
